Dr. John Stocker is Chief of Party for the University of Delaware's Graduate Business Education Program in Sarajevo
A seasoned educator and practitioner that has taught undergraduates, graduate students, and business professionals in the United State, Southeastern Europe, Central Asia, and the Far East. He has trained and mentored local faculty in western instructional practices and methods and has created and implemented basic to advanced training courses in accounting, finance, and business planning. Launched the first CFA review course in Bulgaria and was the lead architect on the creation of a two leave-behind entities providing services in the private sector following the completion of a highly successful USAID program in Bulgaria
Consulting assignments include the development of a restructuring plan for a failed aircraft manufacturing facility in Germany and the successful search for funding for a start-up insurance company in the United Kingdom
Stocker also developed a Customer Service Plan for USAID/Bulgaria which formed an integral part of the overall framework for the restructuring of USAID activities in Bulgaria and a Company Valuation training program adopted by the Bulgaria Privatization Agency which led to the licensing of more than 500 individuals. Stocker has raised over $25,000,000 in funds for firms in the United States, Southeastern Europe, and Central Asia.

More than 20 years combined experience in accounting and finance, including full responsibility for department procedures and budget.
In USAID Public Sector Accounting project (Treasury Law implementation and implementation of Financial Information Management System), the most successful USAID project, was the only one Senior Accounting Advisor. Prepared manuals for budget system users. Coordinated various Working Groups, develop by-laws (payment order) and business procedures for implementation of Treasury operation. Prepared and conducted numerous Auditing, Financial Management and Accounting trainings, seminars and presentations Assisted in establishing and translating of the new accounting and auditing standards of Bosnia and Herzegovina.
Participated in translation of books for Faculty of Economic Sarajevo and Federal Bureau for Accounting and Auditing - Cost Accounting, A managerial Emphasis (Charles T.Horngren, George Foster, Srikant M. Datar), Auditing (Messier), Financial Management (Gerry Needles).
Worked for several years in Canada for TD Bank Toronto and Ministry of the Attorney general and has extensive experience in Bosnia and Herzegovina as a Financial, Accounting and Budget Manager.
